I was listening to Bud Powell, he played this kind of line on Shaw' Nuff live recording 1962 Copenhagen. I was also checking my friend guitarist Ko Tomita's youtube channel where he explained about Dexter Gordon's line.
So I combined both approaches, Bud Powell was using Eb to D triad on this 2nd bar, usually Eb to Eb- or Eb to Edim. For me the harmony shifts from Eb to Ebdim in this approach, so that it's equivalent to F7b9 sound that leads to Bb.
